This cartoon addresses the Monroe doctrine. I know this because in the gate it shows the Monroe doctrine. The cartoonist believes that America saw this as a privilege. I say this because it shows Sam telling them that if they behave that the Monroe doctrine will stand. Some people see this as good because then They are protected by America. One technique used was symbolism. The cartoonist did this to show what each country was doing. Another technique used was labeling. The cartoonist did this to represent the Monroe doctrine. This again supports my claim that America had too much power.
